How do Tumor Promoters help prevent cancer?

I was reading about an antioxidant found in a coffee bean called Svetol and in this reading it said that Svetol is a tumor promoter. It also said that tumor promoters help prevent cancer which made me wonder how does it help prevent cancer if it is called a tumor promoter. Can someone please answer this so I know this product is in fact safe. Thanks.
